Adopted on November 8, 2024, and set to take effect on January 1, 2025, the Energy Law of the People's Republic of China is the foundational and overarching legislation governing the nation's energy sector. This lecture will provide an in-depth analysis of the law's role and significance, clarify its legislative objectives and core principles, explain its structure and key provisions, and outline implementation requirements. Designed for professionals in power technology, energy economics, management, and dual-carbon economy fields, this session aims to strengthen participants' understanding of China’s energy legal framework and enhance synergy among practical work, academic research, and socio-economic development in the energy sector.
Speaker Profile:
Haiping Xiang, a senior expert in China's energy and power sector, is the current Vice President of the China Society for Hydropower Engineering and a Chief Expert with the China Energy Research Society. He was the Chief Engineer of the National Energy Administration from March 2019 to October 2024, capping a long career that included senior positions at the Ministry of Electric Power, the State Power Corporation, the State Economic and Trade Commission, and the State Electricity Regulatory Commission (including their regional offices). Throughout his career, he has been a key advocate for China's power sector reforms and its high-quality energy development, consistently promoting the growth of renewable energy and the modernization of traditional systems.
