Notification of application for the Sustainable Development Science and Technology Fund 2023
The Shenzhen Science and Technology Innovation Commission has initiated the Science and Technology Project for Sustainable Development and the specific application 2023 requirements are described as follows:
I. Funding Intensity
The maximum funding limit for a technological research project and a technological application demonstration project shall not exceed 5 million RMB, the maximum funding limit for a basic frontier research project shall not exceed 2.5 million RMB, and the maximum funding limit for a soft science project shall not exceed 800,000 RMB.
II. Application conditions
To apply for the funding for the Science and Technology Project for Sustainable Development (hereinafter referred to as the “Project”), the following conditions shall be met:
- the applicant shall be a full-time researcher of our university, and in principle, she/he shall not exceed 60 years old (born after January 1, 1966 (including the date) for the technical research, application demonstration, and basic frontier project, and after January 1, 1964 (including the date) for the soft science project) in the project completion year.
- At least 3 of the top 5 main members of the project team (including the PI) are from our university; more than 50% of the total number of project team members must purchase social insurance in Shenzhen for more than half a year.
- unite 1-3 cooperative units to use the joint application method of “production, study, research and use”. (basic frontier project and Soft research project can apply individually) The maximum number of cooperating units is 3 (with a maximum of 1 cooperating unit for soft science projects).
- Our university and the cooperative unit should sign a cooperation agreement to clarify the content of cooperation, the main division of labor, the distribution ratio of municipal financial assistance funds, and the ownership of achievements. The content should not be lower than the requirements of the subject guide; our university should be responsible for more than 50% of the research and development content.
- If the cooperative unit is an enterprise, the self-raised funds shall not be less than the amount of financial funding applied by the enterprise.
III. Requirements for the limitation
- Technical research projects are led by national high-tech enterprises and jointly applied with universities, research institutes, or medical and health units;
- The application demonstration project is jointly applied by universities (research institutes, medical and health units) and enterprises;
- In the same year, the applicant can only take the lead or participate to apply one project, and cannot apply for the same item repeatedly;
- The person in charge of the approved 2022 sustainable development science and technology project and the 2023 sustainable development science and technology special project (dual carbon special project) shall not take the lead in the application;
- At least 3 of the main members of the project team (including the applicant) shall be the personnel of our university.
IV. Application materials
1.The original application form of Shenzhen Science and Technology Project for Sustainable Development in Special Innovation and Entrepreneurship Project (Affixed with the official seal of our university and the cooperative unit).
2.The original project feasibility study report, the original effective cooperation agreement, the original intellectual property compliance statement, and the original scientific research integrity commitment letter. If the participating unit is an enterprise, a letter of commitment for self-financing investment must be provided.
3. Photocopies of the title certificate or academic qualification certificate of the applicant, high-level talent certificate, award certificate, etc. A copy of the labor contract signed between the applicant and our university (stamped by the unit or its personnel department), and the copies of Shenzhen social insurance payment certificate for more than 50% of the project team members (including the project leader) for more than half a year (as of the latest month at the time of application).
4. A list of the science and technology projects that the applicant presided over or participated in at or above the municipal level (the project situation of the company provided by the company), and the explanation on the research content related to this project obtaining funds from other channels (Affixed with the official seal of the unit). Commitments on the applicant presided over and participated in not more than 3 under-research city-level science and technology projects (Affixed with the seal of the applicant unit).
5. You may choose to provide the copies for valid intellectual property certificates (including patents and software copyrights), novelty search reports, test reports, award certificates, Dispatch Agreement of Guangdong Provincial Enterprise Technology Commissioners, and Shenzhen Rural Technology Commissioner Certificates related to the application project and so on;
6. If the project involves scientific research ethics and technology safety, you may provide approval or record documents required by relevant national laws, regulations and ethical standards.
V. Application process
Project applicants log in to Shenzhen Science and Technology Business Management Department https://sticapply.sz.gov.cn/ to fill in online.
Note: Applicants who have an account in Shenzhen Science and Technology Business Management System can log in and fill in directly; applicants who do not have an account in the system shall send their name, ID type and ID number, email address and mobile phone number to xuyaqing@cuhk.edu. cn to open an account.
VI. Deadline
Online filing time: Upload all attached materials online and submit the application online before 12 noon on July 24, 2023. RAO will review and provide feedback. No paper materials shall be submitted for the time being.
