Notification of application for National Key R&D Program of intergovernmental cooperation in science and technology 2023 (the second batch)
The Ministry of Science and Technology of the PRC has initiated the application for National Key R&D Program of intergovernmental cooperation in science and technology 2023 which includes 2 subtasks (Intergovernmental cooperation in science and technology and Strategic cooperation in science and technology- Hong Kong）this time. Details of application requirements are as follows:
1. Funding fields
Including Electronic information, Biomedicine, Artificial intelligence, Advanced materials, Energy conservation and environmental protection, Marine Sciences, Information and communication, Food science, U-city, Aerospace, etc.

2. Funding amount and duration
The duration of program is two or three years, please refer Annex 2-Guide for the funding intensity.
3. Requirements
A. The program has no subtasks;
B. Applicants shall meet the following qualifications:
(1) Born on or after January 1, 1963;
(2) Have senior academic title or PhD degree;
(3)Shall not less than six months per year for researching.
C. Shall conduct collaborative research with researchers from research institutes, enterprises and universities within China;
D. Agreements（the agreement should include terms of division of tasks, ownership of intellectual property, etc.）shall be signed by the applicants and the whole collaborative institutions;
E. Applicant shall only apply for one project concurrently;
F. The total number of the national programs a researcher applies for (including as applicant and main participant) and undertakes (including as applicant and main participant) shall not exceed 2;
G. Shall upload employment proof for applicants from China’s Hong Kong, Macao, Taiwan and foreign countries;
H. Proposal shall be written in Chinese;
I. Applicants and overseas cooperators shall apply for the project to the competent authorities of their own countries(regions) respectively. Unilateral application shall be invalid;
J. Applicants shall read the Annex 1 carefully for more application limit and specific requirements.
4. Procedure of application
Online application
Applicants shall fill out formal application forms and upload supplementary documents online via the application system ( http://service.most.gov.cn ) .
※ For applicants who have no login ID, please send your name, gender, academic title, email address, telephone number, office phone, ID type(please specify the countries), ID number to kevingao@cuhk.edu.cn by May 10, 2023 to open account.
Paperless submission
In the stage of submission, applicants shall only submit online application, without submitting any hard copies.
5. Deadline
For program of international intergovernmental cooperation in science and technology: applicants shall login the application system ( http://service.most.gov.cn ) on or after Apr. 20, 2023 and submit application forms by noon on Jun. 2, 2023;
For program of strategic cooperation in science and technology- Hong Kong: applicants shall login the application system ( http://service.most.gov.cn ) on or after May 15, 2023 and submit application forms by noon on Jun. 28, 2023.
