The application for Shenzhen-Hong Kong Jointly Funded Project 2025(Type A) has started, and the application requirements are as follows:

I. Application Contents

Shenzhen-HongKong Jointly Funded Project. The applicants in Shenzhen and Hong Kong shall submit their applications to the local science and technology departments for the same cooperation project, and the science and technology departments in the two places will provide financial support respectively after the project is approved and initiated through the joint review in the two places.

Key supported areas: Robotics and intelligent equipment, new-generation artificial intelligence technologies, semiconductors and integrated circuits, brain science and brain-computer engineering, software and information services, biomedicine and medical technology, synthetic biotechnology, marine and environmental sciences, high-performance materials, next-generation network communication technologies, etc.

II. Funding Intensity and Research Period

By means of prior funding, the maximum funding for a single project is RMB 3 million and project implementation period is generally two years.

 III. Application Conditions

The application for Shenzhen-Hong Kong Jointly Funded Project shall meet the following conditions:

(a) The cooperative unit in Hong Kong shall be public scientific research institutions in Hong Kong (including all institutions funded by University Grants Committee, self-funded local degree-awarding institutions registered under the Post Secondary Colleges Ordinance (Cap. 320), Hong Kong Productivity Council, Vocational Training Council, Garment Industry Training Council and Hong Kong Biotechnology Research Institute) or R&D Centers established under the innovation and technology funds (i.e., Auto Parts R&D Center, Textile and Clothing R&D Center, Information and Communication Technology R&D Center, Logistics and Supply Chain Multitech Technology R&D Center, Nano and Advanced Materials R&D Institute).

(b) The applicant has signed a cooperation agreement with the Hong Kong cooperative unit to clarify the rights and obligations such as technology, manpower, equipment, capital investment, intellectual property ownership, etc., and will jointly carry out research activities.

(c) The Shenzhen and Hong Kong units apply to their respective science and technology departments, and the unilateral application is invalid.

(d) The applicant organization, project leader, core team members, and other participants must not be subject to any disciplinary restrictions prohibiting their application for fiscal-funded projects. They must not be listed on the overdue project acceptance application roster or the overdue refund roster, and no project team member may be listed on the failed acceptance roster.

(e) Applications submitted through intermediaries are prohibited.

(f) Duplicate or overlapping submissions of the same project are not permitted.

(g) For projects involving scientific ethics and safety concerns (e.g., clinical, biological, information technology, ecological, etc.), the applicant organization must comply with relevant national laws, regulations, and ethical guidelines.

IV. Application Materials

(a) Original project application form;

(b) Original feasibility study report;

(c) Original cooperation agreement (if applicable);

(d) Copies of proof of Shenzhen social insurance contributions, employment contracts, or individual tax payment records for all project team members;

(e) Original letter of commitment for self-raised funding (required if enterprises are involved);

(f) Copy of the project application submitted by Hong Kong partner institutions to Hong Kong’s technology authorities (if applicable);

(g) Original project commitment letter (downloadable from the attachments in the online application system);

(h) For projects requiring ethical review or involving scientific safety (e.g.,clinical, biological, IT, ecological), provide copies of approval/filing documents compliant with national laws and ethical guidelines, initial ethics committee approval, or ethical review opinions for application use;

(i) Optional supplementary materials (copies only): Intellectual property certificates (patents/software copyrights valid before the submission deadline of August 22, 2025), novelty search reports, test reports, award certificates, etc.

V. Deadline

Online Submission Deadline: All supporting documents must be uploaded and the application form submitted electronically via the system by August 08, 2025. The Research Office will review and provide feedback.

Hardcopy Requirement: No physical copies are required at the initial application stage. After the Research Office approves the submission, applicants must Click “Print Signature & Seal Page” in the system, sign and stamp the printed document, Scan and re-upload it for final verification (system status will display as "Pending Window Acceptance").
