The Department of Science and Technology of Guangdong province has started accepting?Key?Area R&D Program applications?of the "Advancing Modernization of the Social Governance Framework and Enhancing Governance Capacity (Natural Disaster Prevention and Mitigation)" 2025. Details of application requirements are as follows:

1.Funding fields

2.Funding amount and duration

The duration of the project is 3?years.

The funding amount is 10 million RMB.

3.Procedure of application

Applicants shall fill out application forms in Chinese and upload necessary?attachments?online via the application system (http://pro.gdstc.gd.gov.cn/) by noon on?Jul. 2, 2025, without submitting any paper?copies.?Attachments include intellectual property (rights) documentation, cooperation agreement, letter of commitment for authenticity and recommendation (template can be downloaded from application system and need to be stamped by the university; the final letter must bear the official seal/stamp of CUHK(SZ)) and any other supplementary documents.

4. Other requirements

A. Applicants are encouraged to conduct high-quality collaborative research with researchers from research institutes, enterprises and universities in domestic.?The number of collaborative institutions per?project shall not exceed five while cooperation agreements(the agreement should include terms of division of labor, funding allocation for partners, ownership of intellectual property, etc.)?shall be signed by the applicants and every?collaborative institutions.

B. For the project led by the CUHK(SZ), self-raised funds in the total investment shall account for no less than 50% (the self-raised funds shall?mainly funded by the enterprises participating in the application).

C. The content of the project must be authentic and credible, and the exaggerations?of ?capabilities, technical and economic indicators are?not allowed. Once the project is established, the evaluation metrics such as technology, product, and economy cannot be modified or adjusted.

D. In principle, under this special project, the same research team is only allowed to lead or participate in one project, and the CUHK(SZ) is only allowed to lead or participate in no more than three projects.

E. Disqualifying Conditions

Project Leaders (PLs / PIs) meeting ANY of the following conditions are INELIGIBLE to apply (as the Project Leader):

? The PL has three or more ongoing Guangdong provincial research projects (excluding institution/platform grants like provincial laboratories, universal-policy-based projects, and post-subsidy projects) that have not been concluded, OR any Guangdong provincial research project overdue for more than one year.

? The PL is currently serving as the PL on any uncompleted/unconcluded Guangdong Major Research Program project or Key-Area R&D Program project. (Note: Such PLs may still participate as project team members.);

? The main content of the proposed project has already been funded by other provincial research programs.

F. High-quality Intellectual Property Requirements: Project outputs are expected to demonstrate high quality intellectual property (IP). Applicants are required to comply with the "Guide on High-Quality Intellectual Property Analysis and Evaluation" (Annex 2), strengthen IP management, establish specific high-quality IP objectives for the project, and elaborate on these objectives in the feasibility report, providing necessary supporting documentation as required. Project objectives should emphasize IP quality, avoiding a simplistic focus on metrics such as the number of patents or academic papers.

G. Applicants shall read the application guide?(Annex 1-Guide)?carefully for more specific requirements.
