Notification of Application for 2025 Longgang District Key Laboratory Program
2025 Longgang District Key Laboratory Program has been initiated. Details of application requirements are as follows:
1. Categories
Laboratories will be categorized into two tiers:
Tier 1: Longgang District Key Laboratory
Tier 2: Longgang District Key Laboratory (Cultivation Class)
2. Funding Support
Tier 1: One-time subsidy of RMB 1,000,000 (post-funding)
Tier 2: One-time subsidy of RMB 300,000 (post-funding)
The subsidy funds will be allocated to support the operation, continued development, upgrading and renovation of instruments and equipment, and related initiatives of Longgang District Key Laboratories.
3. Application Requirements
3.1 Tier 1: Longgang District Key Laboratory
3.1.1 Research Project Track Record (2022–2024)
The laboratory must have led or completed at least seven municipal-level or higher research projects under CUHK-Shenzhen, directly aligned with the laboratory’s research focus, including at least one national-level project.
3.1.2 Facility & Equipment Requirements
The laboratory must have dedicated research facilities covering at least 300m2, with original equipment/software valuation reaching no less than RMB 6 million (or RMB 4 million for software-focused laboratories).
3.1.3 Full-time researchers
A minimum of ten full-time researchers specialized in the declared research field, including:
- At least one leading academic expert in the discipline;
- One laboratory director with proven experience in managing municipal or higher-level projects. The laboratory director must not concurrently serve as director or deputy director of other Longgang District Key Laboratories;
- At least five core researchers with master’s degrees or higher (including at least two doctoral degree holders).
3.1.4 Academic & Intellectual Output (2022–2024)
- Total Output: At least ten qualified items, including publications indexed in SCI, EI, ISTP, ISR, SSCI, or CSCD, or authorized intellectual properties (e.g., inventions, utility models, non-trivial industrial designs, software copyrights, integrated circuit layout-design rights, plant variety rights).
- Quality Threshold: Within the above total, at least five items must be SCI/EI-indexed journal articles or authorized invention patents, software copyrights, integrated circuit layout-design rights, or plant variety rights.
3.1.5 The proposed laboratory must not have been previously designated as a key laboratory at the national, provincial, municipal, or district level, including under the Cultivation Class category.
3.2 Tier 2: Longgang District Key Laboratory (Cultivation Class)
3.2.1 Research Project Track Record (2022–2024)
The laboratory must have led or completed at least three municipal-level or higher research projects under CUHK-Shenzhen, directly aligned with the laboratory's reseach foucus, including at least one national-level project.
3.2.2 Facility & Equipment Requirements
The laboratory must have dedicated research facilities covering at least 150m2, with original equipment/software valuation reaching no less than RMB 3 million (or RMB 2 million for software-focused laboratories).
3.2.3 Research Team
A minimum of five full-time researchers specialized in the declared research field, emphasizing a youth-oriented structure. The team must include:
- At least one leading academic expert in the discipline;
- One laboratory director holding a senior professional title (e.g., Professor-level) or doctoral degree, aged no more than 45 years (inclusive). The laboratory director must not concurrently serve as director or deputy director of other Longgang District Key Laboratories.
- At least three core researchers with master’s degrees or higher qualifications.
3.2.4 Academic & Intellectual Output (2022–2024)
- Total Output: At least five qualified items, including publications indexed in SCI, EI, ISTP, ISR, SSCI, or CSCD, or authorized intellectual properties (e.g., inventions, utility models, non-trivial industrial designs, software copyrights, integrated circuit layout-design rights, plant variety rights).
- Quality Threshold: Within the above total, at least three items must be SCI/EI-indexed journal articles or authorized invention patents, software copyrights, integrated circuit layout-design rights, or plant variety rights.
3.2.5 The proposed laboratory must not have been previously designated as a key laboratory at the national, provincial, municipal, or district level, including under the Cultivation Class category.
4. Other Requirements
4.1 The laboratory should be named “Shenzhen Longgang District Key Laboratory of XXX”or “Shenzhen Longgang District Key Laboratory of XXX (Cultivation Class)”.
4.2 CUHK-Shenzhen can submit up to 2 applications (Tier 1 and Tier 2 combined).
5. Procedure of Application
5.1 Collect Declaration Intention
Applicants who are interested in declaring Longgang District Key Laboratory shall feedback the declaration intention form (refer to Annexes 1/2) by 15:00 on March.17, 2025 to luoyan@cuhk.edu.cn. Based on the submissions received, RAO will organize the intramural selection according to the feedback, and the notification will be issued separately.
5.2 Online Application
Applicants must complete the online application through the Longgang Industrial Management Service Platform (https://cyfw.lg.gov.cn/#/homePage) by 3:00 PM on April 6, 2025. The process includes the following steps:
- New users: Register an account using a valid mobile number, complete real-name authentication under the profile settings, and request affiliation with The Chinese University of Hong Kong, Shenzhen by selecting “Verify or Join an Organization” → “Request to Join an Existing Organization” → search for the university → submit a join request with your full name.
- Application submission: Select the appropriate laboratory category, download and fill out the Application Form Template (refer to Annex3), convert it to PDF format, and upload it under the designated “XXX Project Application” section. All supporting documents must also be uploaded.
- Review process: Applications will undergo a two-tier review (university and district authorities). Only applications approved through both levels will generate a watermarked PDF version for final submission.
5.3 Hardcopy Submission
Approved applicants must submit two bound hardcopies of the watermarked application materials (including the application form and all supporting documents) to RAO by 3:00 PM on April 11, 2025. Requirements for hardcopy submission:
- A4 paper, double-sided printing, with a table of contents and page numbers.
- The spine of each copy must be labeled with “The Chinese University of Hong Kong, Shenzhen”.
- Original documents must be provided for verification alongside any copies.
